Few people voted in Myanmar’s junta election—and history explains why

The Myanmar military says more than half of eligible voters turned out for the first phase of its 2025 election. According to official figures, more than six million ballots were cast, producing a turnout of over 52 percent. If true, the number would suggest a measure of political engagement in a country shattered by war, repression and mass displacement. But in Myanmar, election figures have long served a different purpose. They are not meant to describe reality; they are meant to replace it. Reports from across junta-controlled areas describe mostly empty polling stations, coerced voting by civil servants and soldiers’ families, and widespread public indifference. Independent observers were barred, international monitoring missions were absent, and millions of people living in resistance-held or conflict-affected areas were excluded entirely. The gap between the official statistics and the visible lack of participation is not incidental—it is the point. Myanmar’s electoral history shows that voter turnout is not a neutral administrative detail. It is a political signal—one that rises and falls with public trust. When people believe elections can shape their future, they vote. When elections are stripped of consequence, participation collapses or is manufactured. That pattern is evident as far back as the country’s founding. In 1947, as independence approached, nearly half of eligible voters took part in elections for a constituent assembly, reflecting widespread optimism about democratic self-rule. But by the early 1950s, amid civil war and instability, turnout plunged below 20 percent. Voting had lost its meaning. When stability returned, participation rebounded. In 1960, even with the military looming in politics, turnout reached an estimated 66 percent—the highest of the parliamentary era. People voted because they still believed their choices mattered. Two years later, a coup ended that belief for a generation. Under one-party military rule, elections continued, but they were hollow rituals. Overwhelming victories were announced, turnout figures were published, and public consent was assumed rather than earned. These exercises did not prevent economic collapse or popular revolt. By 1988, the gap between the regime’s claims and public reality exploded into a nationwide uprising. The 1990 election briefly reopened the possibility for democracy. More than 72 percent of voters participated, delivering a decisive victory to the opposition National League for Democracy party led by Aung San Suu Kyi. The military’s refusal to honour the result severed the link between participation and power—a rupture that still shapes public scepticism today. That link was only partially restored in the 2010s. In the 2015 and 2020 elections, turnout again exceeded 70 percent. While not perfect, these elections were widely accepted as free and fair. Meaningfully, for the first time in decades, votes translated into governance. The military coup of February 2021 destroyed that fragile contract. Considered in this context, the junta’s 2025 election is not an attempt to revive democratic practice. It is an effort to revive the appearance of consent. High turnout figures, real or invented, are meant to suggest normalcy where none exists, and legitimacy where authority is sustained by force. As expected, the military-backed Union Solidarity and Development Party (USDP) has claimed sweeping victories in the first phase of Myanmar’s junta-organised elections based on the results announced by the regime. The second phase is set for January 11, followed by a third phase on January 25. Elections do not fail in Myanmar because people are apathetic. They fail when the outcome is predetermined, when violence replaces persuasion, and when participation carries no consequence. History shows that Myanmar’s citizens vote in large numbers when they believe elections offer a path forward. They disengage—or are coerced—when elections are reduced to theatre. The numbers announced in 2025 may satisfy the military regime’s plans. They will not satisfy history.
